POVALL, Dr. Richard, a Representative from Philadelphia City; born, Maryland; surgeon, Philadelphia Battalion, Pennsylvania Militia; physician; director, Pennsylvania Asylum for the Deaf and Dumb; unsuccessful campaign, common council, Philadelphia (1816); elected as an Old School candidate to the Pennsylvania House of Representatives for the 1819-1820 term; reelected to the House as a Democrat to the 1825-1826 term; unsuccessful campaign for reelection to the House (1821, 1822, 1823, 1827, 1828); unsuccessful campaign, Pennsylvania State Senate (1826); died, September 13, 1830 in Louisiana; internment unknown.
