COULTER, Richard, a Representative from Westmoreland County; born, March of 1788 in Versailles, Westmoreland County, Pa.; attended, Jefferson College (now Washington & Jefferson College); lawyer (1810-1846); director, Westmoreland Bank (1813); appointed, town clerk, Greensburg (1814-1822); appointed, chief burgess, Greensburg (1822-1826); elected as a Federalist to the Pennsylvania House of Representatives for the 1816-1817, 1818-1819, 1819-1820 and 1820-1821 terms; unsuccessful reelection to the House for the 1821-1822 term; elected, United States Congress (1827-1835); unsuccessful reelection, United States Congress (1834); appointed, justice, Supreme Court of Pennsylvania (1846-1851); elected, justice, Supreme Court of Pennsylvania (1851-1852); elected, delegate, State Whig Convention (1851); died, April 20, 1852 in Greensburg, Westmoreland County, Pennsylvania; interred, St. Clair Cemetery, Greensburg, Westmoreland County, Pennsylvania.
