Howard, a Representative from Mifflin County; born, July 23, 1878 in Mifflin County, Pa.; attended, Juniata College; dairy farmer and distributor; auctioneer; elected, commissioner, Mifflin County; elected to the Pennsylvania House of Representatives as a Democrat in 1940; unsuccessful campaign for reelection to the House (1942); died, January 30, 1944 in Lewistown, Mifflin County, Pennsylvania; interred, Saint Marks Cemetery, Lewistown, Mifflin County, Pennsylvania.
