FOSTER, James Heron, a Representative from Allegheny County; born, April 18, 1822 in Greensburg, Westmoreland County, Pa.; captain, Company A, 102nd Regiment, Pennsylvania Volunteer Infantry (1861-1863, Civil War); acting assistant adjutant-general to General Albion P. Howe (1862, Civil War); printing apprentice; printer, The Morning Chronicle, Pittsburgh (1841-1843); publisher, Sprit of the Age, Pittsburgh (1843-1844); owner, publisher and editor-in-chief, Pittsburg Dispatch (1846-1868); clerk, Pennsylvania State Senate; elected as a Republican to the Pennsylvania House of Representatives for the 1858 and 1859 terms; not a candidate for reelection to the House for the 1860 term; appointed, Provost Marshal, Allegheny County; died, April 21, 1868 in Allegheny County, Pennsylvania; interred, Allegheny Cemetery, Pittsburgh, Allegheny County, Pennsylvania.
