FOSTER, William, a Representative from Philadelphia County; born, 1820 in Philadelphia, Philadelphia County, Pa.; shoemaker (1837-1852); water purveyor, first district, Philadelphia (1852-1854); unsuccessful campaign, Pennsylvania House of Representatives (1855, 1861); superintendent, Highway Department, first district, Philadelphia (1858-1861); elected as a Republican to the Pennsylvania House of Representatives for the 1863 and 1865 terms and as a Union Republican for the 1864 term; died, July 20, 1891 in Philadelphia, Philadelphia County, Pennsylvania; interred, Northwood Cemetery, Philadelphia, Philadelphia County, Pennsylvania.
