OSBOURN, Francis Augustus, a Representative from Philadelphia County; born, March 1, 1845 in Philadelphia, Philadelphia County, Pa.; private, Company I, 20th Regiment, Indiana Volunteers (1861-1862, Civil War); second lieutenant, Company C, 6th Regiment, United States Colored Regiment (1863, Civil War); captain, 12th Regiment, Veterans Reserve Corps (1864-1865, Civil War); first lieutenant, 16th Regiment, Veterans Reserve Corps (1865, Civil War); lawyer (1869-1901); elected as a Republican to the Pennsylvania House of Representatives for the 1877 and 1878 terms; not a candidate for reelection to the House for the 1879 term; assistant city solicitor, Philadelphia (1879-1885); elected, Pennsylvania State Senate (1887-1901); died in the office of the Senate, January 20, 1901, in Philadelphia, Philadelphia County, Pennsylvania; interred, Monument Cemetery, Philadelphia, Philadelphia County, Pennsylvania (defunct); removed to Lawnview Cemetery, Rockledge, Montgomery County, Pennsylvania in 1956.
