FOSTER, Charles Dorrance, a Representative from Lackawanna and Luzerne Counties; born, November 25, 1836 at Dallas Township, Luzerne County, Pa.; attended, Wyoming Seminary; farmer; teacher; attorney-at-law; elected as a Republican to the Pennsylvania House of Representatives in 1884; not a candidate for reelection to the House (1886); unsuccessful campaign, United States Congress (1888, 1890, 1892, 1896); director, Wyoming National Bank; director, Wilkes-Barre and Dallas Turnpike Company; treasurer, Hunlock Creek Turnpike Company; died, September 29, 1909 in Wilkes-Barre, Luzerne County, Pennsylvania; interred, Hollenback Cemetery, Wilkes-Barre, Luzerne County, Pennsylvania.
