PACKER, Horace Billings, a Representative from Tioga County; born in Wellsboro, Tioga County, Pa., October 11, 1851; graduated, Wellsboro Academy; graduated, Alfred University; lawyer; elected, District Attorney, Tioga County (1875-1881); elected as a Republican to the Pennsylvania House of Representatives to the 1885 and 1887 terms; elected, Pennsylvania State Senate (1889-1892); unsuccessful campaign, Pennsylvania State Senate (1892); president, Republican State Conventions (1893, 1894); elected, United States Congress (1897-1901); Presidential elector for Pennsylvania (1916); elected, delegate, Republican National Convention (1924); died April 13, 1940 in Wellsboro, Tioga County, Pennsylvania; interred, Wellsboro Cemetery, Wellsboro, Tioga County, Pennsylvania.
