Kennedy School of Government for Senior Executives; social worker; member, 10th Ward Democratic Committee (1972-1976); chair, Government Action Committee; director of Health and Welfare, Philadelphia Urban League; director of Counseling and Referral, Philadelphia Urban Coalition; leader, 50th Ward Democratic Executive Committee; elected as a Democrat to the Pennsylvania House of Representatives for the 1977, 1979 and 1981 terms; appointed, House Select Committee to Investigate SEPTA (1979); resigned from the House, November 13, 1981; elected, city council, Philadelphia (1981-1987); gubernatorial appointee, Pennsylvania Emergency Management Authority (1987-1990); gubernatorial appointee, Pennsylvania Commission on Crime and Delinquency (1987-1990); Secretary, Pennsylvania Department of Public Welfare (1987-1991); executive director, Philadelphia Housing Authority (1993-1997); president and CEO, The Consortium Community Mental Health/Mental Retardation Center (2001-present).
