Blackwell, mayor of Philadelphia (1978-1979); vice chair, 46th Ward Democratic Executive Committee; elected as a Democrat to the Pennsylvania House of Representatives for the 1981, 1983, and 1985 terms; died while in office, March 13, 1985 in Philadelphia, Philadelphia County, Pennsylvania.
