PHILLIPS, Joseph E., a Representative from Clearfield County; born, April 4, 1872 in Woodward Township, Clearfield County, Pa.; attended, Dickinson Seminary (now Lycoming College); graduated, Excelsior Normal School at Mahaffey; graduated, Central State Normal School (now Commonwealth University of Pennsylvania); school teacher (8 years); farmer; lumberman; civil engineer; state road contractor and superintendent, Pennsylvania Department of Transportation; mercantile businessman; general contractor; elected as a Republican to the Pennsylvania House of Representatives in 1914, 1916, 1918, and 1920; not a candidate for reelection to the House (1922); died, July 7, 1928 in Philadelphia, Philadelphia County, Pennsylvania; interred, Hillcrest Cemetery, Clearfield, Clearfield County, Pennsylvania.
