PHILLIPS, Frederick W., a Representative from Lackawanna County; born in Scranton, Lackawanna County, Pa., August 26, 1863; graduated, St. Mary’s College; coal miner; stationary engineer, Lackawanna Iron and Steel Company (1883); trucking business; elected, fire commissioner, Scranton; elected, council, Scranton; employed, Lackawanna and Wyoming Valley Railroad Company; elected as a Democrat to the Pennsylvania House of Representatives in 1902; unsuccessful campaign for reelection to the House (1904); unsuccessful campaign, mayor, Scranton (1906);  watchman, Black Diamond Silk Mill, Scranton; died, December 13, 1932 in Scranton, Lackawanna County, Pennsylvania; interred, St. Mary's Cemetery, Scranton, Lackawanna County, Pennsylvania.
