B., New York Law School; lawyer; author of legal articles, American Law Review and the University of Pennsylvania Law Review; associate editor, Journal of American Institute of Criminal Law and Criminology; elected as a Republican to the Pennsylvania House of Representatives in 1914; not a candidate for reelection to the House for the 1916 General election; died, April 25, 1923 in Sayre, Bradford County, Pennsylvania; interred, Oakland Cemetery, city of Warren, Warren County, Pennsylvania.
