BARD, Ellen M., a Representative from Montgomery County; born, January 11, 1949 in Minneapolis, Hennepin County, Mn.; graduated, West Anchorage High School, 1967; B.A., Pomona College, 1971; M.S., Boston University, 1972; M.S., Massachusetts Institute of Technology, Sloan School of Management, 1980; employed, Massachusetts Parole Board (1972-1978); employed, International Coal Refining Co.; owner, TechLink Corporation (1982-2000); elected, commissioner, Abington Township (1991-1994); founder and director, Earthright; executive secretary, Montgomery County Lands Trust; elected as a Republican to the Pennsylvania House of Representatives in 1994; reelected to 4 consecutive terms thereafter; appointed, Local Government Commission (1995-2004; chair, 1999-2004); not a candidate for reelection to the House (2004); unsuccessful campaign, United States Congress (2004); died, October 28, 2009 in San Francisco, San Francisco County, California.
