FOSTER, Joseph Turner, a Representative from Venango County; born in Sandy Creek Township, Venango County, Pa., June 30, 1862; attended public schools; graduated, Northwest State Normal School (now Pennsylvania Western University, Edinboro); farmer; engaged in oil production; elected as a Republican to the Pennsylvania House of Representatives to serve 1919 and 1921 terms; died while in office, February 4, 1921 in Franklin, Venango County, Pennsylvania; interred, Graham Cemetery, Franklin, Venango County, Pennsylvania.
