HERSCH, Joseph J., a Representative from Philadelphia County; born, December 19, 1903 in Philadelphia, Philadelphia County, Pa.; attended, St. Edward’s School; upholsterer; Inspector, Bedding and Upholstery Section, Pennsylvania Department of Labor and Industry; deputy coroner, Philadelphia County; member, 37th Ward Democratic Committee; elected as a Democrat to the Pennsylvania House of Representatives in 1940 and reelected to serve 5 nonconsecutive terms thereafter, 1942, 1944, 1948, 1950 and 1952; elected, Minority Whip (1953-1954); not a candidate for reelection to the House (1954); unsuccessful campaign, reelection to the House (1946); chief magistrate, Philadelphia (1955-1963); elected, city council, Philadelphia (1964-1968); died, October 17, 1968 in Wynnewood, Montgomery County, Pennsylvania; interred, Northwood Cemetery, Philadelphia, Philadelphia County, Pennsylvania.
