Howard, a Representative from Chester County; born in Forty Fort, Luzerne County, Pa., November 18, 1887; graduated, Schissler College of Business; farmer; school director (1923-1929); member, Chester County Republican Committee (1935-1939); elected as a Republican to the Pennsylvania House of Representatives for the 1939 term; not a candidate for reelection to the House for the 1941 term; farm manager, Pennhurst State School (1946-1950); died, January 2, 1959 in Zephryhills, Pasco County, Florida; interred, East Vincent Reformed Cemetery, Spring City, Chester County, Pennsylvania.
