SCARCELLI, Vincent F., a Representative from Philadelphia County; born, June 16, 1914 in Philadelphia, Philadelphia County, Pa.; graduated, Secretarial School of Philadelphia; graduated, Mastbaum Vocational School; owner, confectionary business; operated a butter and egg route; supervisor, Edward Tailoring Company; elected as a Democrat to the Pennsylvania House of Representatives for the 1955 term and served 5 consecutive terms thereafter; unsuccessful campaign for reelection to the House for the 1967 term; elected, Chief Clerk, Pennsylvania House of Representatives (1969-1972, 1975-1978); elected, delegate, Democratic National Convention (1972); administrator, city council, Philadelphia; died, September 10, 2002 in Philadelphia, Philadelphia County, Pennsylvania; interred, Saint Peter and Paul Cemetery, Marple Township, Delaware County, Pennsylvania.
