HUGHES, Vincent J., a Representative from Philadelphia County; born in Philadelphia, Philadelphia County, Pa., October 26, 1956; attended, Temple University; co-founder, Children First; elected as a Democrat to the Pennsylvania House of Representatives for the 1987, 1989, 1991 and 1993 terms; resigned from the House, November 21, 1994; elected, Pennsylvania State Senate (November 21, 1994-present); elected, Senate Minority Caucus Chair (2009-2010); elected, chair, Senate Minority Appropriations Committee (2011-present); elected, delegate, Democratic National Convention (2008, 2016).
