ARLENE, Herbert, a Representative from Philadelphia County; born, September 5, 1914 in Harrison, Washington County, Ga.; attended, Harrison public schools; attended, Philadelphia Business School; owner, Arlene’s Tailor Shop; chairman and county committeeman, 47th Ward Democratic Committee; elected as a Democrat to the Pennsylvania House of Representatives for the 1959 term and served 3 consecutive terms thereafter; elected, Pennsylvania State Senate (1967-1980); appointed, Special Committee to Study the Public Employee Relations Act (of 1970) (1973); died, November 9, 1989 in Philadelphia, Philadelphia County, Pennsylvania; interred, Rolling Green Cemetery, West Chester, Chester County, Pennsylvania.
