STARNE, Joseph, a Representative from Philadelphia County; born, September 12, 1762; captain, Second Brigade, 1st Division, Pennsylvania Militia (1814, War of 1812); elected as a Democratic-Republican to the Pennsylvania House of Representatives for the 1807-1808 and 1808-1809 terms; unsuccessful campaign for reelection to the House (1809, 1812, 1825); commissioner, Ridge Road Turnpike Company (1811-1825); reelected to the House as a Republican for the 1813-1814 term; Inspector, ground black oak bark, port of Philadelphia (1818); elected, Elections Inspector, Northern Liberties (now Philadelphia) (1823); reelected to the House as a Democrat for the 1824-1825 term; died, September 27, 1826 in Philadelphia County, Pennsylvania.
