CARTER, John, a Representative from Philadelphia County; elected as a Republican to the Pennsylvania House of Representatives for the 1813-1814 term; reelected to the House as a Democratic-Republican for the 1814-1815 term; elected, commissioner, Kensington (now Philadelphia) (1827); unsuccessful campaign, Pennsylvania House of Representatives (1827); reelected to the House as a Democrat for the 1829-1830 and 1830-1831 term.
